It is a penalty fee and this amount will not get refunded back. Even the candidates who are blocking seats for centralized NEET counselling even from participating in counselling further. The idea generates for reducing the vacancies which were created due to blocking of multiple seats by students.

The ministry with the approval of MCI has proposed a ‘refundable ‘amount fee of 2 lakhs
where it will be adjusted against the tuition fee if the student accepts the allotted seats. It is good to know that the fee of Government seats is for 25,000/- whereas fee of private or deemed colleges is Rs/-2 lakhs. Though it is yet to be decided such students will be penalized on what stage of admission procedure!

The All India quota seats for MBBS/BDS is conducted by MCC and the Director General of Health Science in the colleges of State Govt and all seats in Deemed colleges. As per the statements of the official; "Students S with higher ranks are the ones who usually block seats at multiple places. The second and third rungs of students in the merit list are usually affected. This problem can be eliminated only if there is a combined counseling for all colleges at undergraduate and postgraduate levels."
